 Position Description - Project Manager

Position Title:  Project Manager
Job Type:  
Fixed Term two year contract (full time or part-time considered by negotiation)
Location:  TSIC office, Hobart with some travel required 
Salary Range:  $75,000 – 85,000 pa (full time rate, excluding superannuation) 
Reports to:  Chief Executive, Oysters Tasmania 

Oysters Tasmania
Oysters Tasmania is the peak body for shellfish growers (and the hatcheries that support them) in this beautiful state.  It was established in 2009 when two former associations joined with a new emphasis on an integrated industry approach.  Oysters Tasmania will continue to support members as they supply various customers with safe and delicious produce.  
We are an independent, not for profit organisation financed by its member businesses through industry levies. Oysters Tasmania represents around 70 state-wide members raising or farming shellfish and is governed by the Oysters Tasmania Board.  We are a small but dynamic team who are co-located in the friendly office of the Tasmanian Seafood Industry Council (TSIC) in Hobart. 

Position Objective
The Project Manager will help drive operational and policy change and build capacity in our industry to continually improve safe food production and access to market. There will also be opportunity to support the work of Oysters Tasmania in communicating with members, developing policy, managing research and reporting to the Board. This position will build an informed and motivated industry and an improved quality assurance program.   
The position is funded through support from the Tasmanian Government and specifically the Shellfish Market Access Program (ShellMAP).

Roles and Responsibilities
This role has been developed to enable Oysters Tasmania to fulfill industry requirements identified in the program’s Strategic Plan.  In addition to working directly on these projects, the position will play a supportive role to the Chief Executive and the Board to cover their time contributions to ShellMAP tasks.  This provides a variety of exciting work within a team that pitches in during major events such as our annual conference or Board meetings. 

Specific duties will include: 
  • Development, implementation and management of externally and internally funded projects, ensuring milestones and reporting are submitted by due dates. 
  • Collaborate with the Chief Executive to implement the strategic direction of the OT Board. 
  • Provide technical review and input to new and existing regulations and policies. 
  • Produce technical reports and policy documents including communication strategies, training programs, options papers and management plans
  • Communicate with and advocate for Tasmanian shellfish industry members including representation of positions to the Chief Executive and/or the Board
  • Managing aspects of the Oysters Tasmania communication platform 
  • Represent Oysters Tasmania and its strategic policy and positions at a diverse range of industry stakeholder functions. 
  • Provide other support to Oysters Tasmania as required
 
Primary Tasks
1. Project Development, Implementation and Management
Assume responsibility for the development, implementation and management of externally and internally funded projects that address Oysters Tasmania’s strategic priorities ensuring: 
​      a) project milestones and deadlines are met
      b) projects are delivered on budget
      c) the CE and the Board are advised of matters that may impact on a) and b)
      d) project outcomes and outputs are extended to industry where appropriate
      e) OT staff assist in the successful delivery of external and internally funded projects, by managing workloads on occasion.   

2. Industry development components of the ShellMAP Strategic Plan. 
Assume responsibility for outcomes outlined in the Strategic Plan: 
       a) lead the development of an annual workplan in conjunction with the Chief Executive
       b)coordinate Oysters Tasmania’s activities in relation to this workplan  
       c) organise extension and consultation activities with industry as appropriate including training.

3. Provision of Policy Support to Chief Executive and Oysters Tasmania Board
Work with the Oysters Tasmania Chief Executive and Board in the development of policy that addresses the strategic priorities of the organisation and the industry. Undertake research and prepare reports across a range of issues that may impact on the Tasmanian oyster industry.

4.  Communication
Manage aspects of the Oysters Tasmania Communication Strategy including:   
  1. Assume primary responsibility for managing the production of the The Filter, the quarterly e-newsletter 
  2. Ensuring members, the Government and the Board are kept informed and consulted regarding ongoing projects and programs. 

Position Relationships
The Project Manager is to develop relationships, build networks and promote the broad interests of the shellfish industry in Tasmania through involvement with individuals and organisations directly involved in the industry and at all levels of government.
The Project Manager will report directly to the Chief Executive of Oysters Tasmania and will be required to communicate effectively with:
  • The Chair, Board and members of Oysters Tasmania
  • Other Oysters Tasmania and TSIC staff
  • The ShellMAP team and management within Biosecurity Tasmania
  • Other relevant government departments and agencies
  • External organisations that conduct business with Oysters Tasmania including external consultants and research entities.
It is incumbent upon the Project Manager to remain abreast of relevant developments within the scope of their operations which could reasonably be expected to impact on Oysters Tasmania or the ShellMAP program more broadly, and report these to the Chief Executive or the Board.

Selection Criteria

Essential:
  1. Tertiary qualifications in an appropriate field or equivalent competency.
  2. Proven experience in contemporary project management including proven ability to manage all aspects of a technical project.
  3. Experience in developing policy in a government / industry environment.  
  4. Excellent communication skills including an ability to understand and represent industry members, proven reporting writing skills and presenting complex technical information.   
  5. Demonstrated ability to provide policy and executive support to the Chief Executive and Oysters Tasmania Board. 
  6. Demonstrated ability to work effectively in a team environment.
  7. Strong networking and facilitation skills.
  8. A current drivers licence.
 
Desirable:
  1. Knowledge of the Tasmanian shellfish industry and its quality assurance program.
